4LEAF provided CM and Inspection services for the City of Lathrop’s Phase 2 Expansion of the existing Consolidated Treatment Facility (CTF). The City of Lathrop operates a 1.0 million gallons per day (MGD), GE Zenon Membrane Bio Reactor (MBR) plant that also incorporates portions of the old Crossroads Industrial Wastewater Treatment Plant by retaining the sludge handling facilities including digestion, dewatering, and drying.
In early 2017, the City’s population was 20,000, and the City is constructing two new master-planned mixed-use communities which will double the City’s population. To support these two new communities, the project’s developers funded and constructed the Phase 2 Expansion of the existing CTF. This project included upgrades and improvements to the CTF to increase capacity by building three new trains of Membrane Bioreactors, a new Administration Building, and new controls systems. Additional project details included managing groundwater issues, well drilling, and electrical building and pipeline upgrades and construction. The 4LEAF Team managed this project using Procore.
4LEAF’s Construction Manager provided quantity take offs and cost verification of contract change orders (CCO’s) using industry standards including:
- Mechanical Contractors Association (MCA) Manual
- National Electric Contractors Association (NECA) Cost Manual
- Caltrans Labor Surcharge and Equipment Labor Rates
