4LEAF provided full-service construction management and on-site construction inspection services for this dynamic $7 million roadway project, ultimately reducing the existing number of lanes to lay the foundation for the streetcar system. The project included major utility work, including a new water line, sewer line, and reparation of the existing storm drain system. In addition to new features such as on-street parallel parking, dedicated bike lanes and expansion of the landscaped center median, the project also includes upgraded street lights, a new traffic signal at West Capitol and Merkley Avenues, and new bus stops and shelters along West Capitol Avenue. The project also added landscaped pedestrian areas on both sides of the street. Improved pedestrian and bicycle access are among the enhancements the citizens and the community of West Sacramento benefit from. The streetscape project was a highly visible, civil improvement project with work being performed directly in front of City Hall. Still serving as a transit spine for the community, West Capitol Avenue was at one time Historic Highway 40 and the project also included the commemorative installation of a Lincoln Highway Marker.
