4LEAF provided CM services for the Water Emergency Transit Authority (WETA) Central Bay Operations and Maintenance Facility. The project will provide a central San Francisco Bay base for WETA’s ferry fleet.
The new facility includes a multi-story Operations Control Center, from which WETA will dispatch services, provide repairs, store fuel and parts, and manage day-to-day crew, vessel, and facility needs. The facility also includes an Emergency Operations Center, which serves as a primary location for WETA to coordinate the provision of emergency transportation services in the event of a regional disaster.
The project is located on Alameda Point which was a former Naval Air Station and adjacent to the permanent mooring for the historic Aircraft Carrier U.S.S. Hornet. The infrastructure on the Point is outdated, and in many cases undocumented. This resulted in inevitable challenges during the initial utility relocation, demolition and ground improvement phase of the project.
4LEAF provided Pre-Construction services including conducting final review of constructability and bid-ability of the construction contract documents, preparing a construction schedule and managing construction contact bidding phase.
4LEAF provided comprehensive onsite Construction Management and Inspection which included project coordination/ communication, managing all contractor submittals and RFI’s, daily inspection reports, coordinating material testing and providing quality assurance inspections, assisting with design issues in the field, and reviewing pay requests. The team addressed issues such as community concerns over noise and wildlife disturbance, following permit regulations, and, after encountering unforeseen conditions and schedule delays, 4LEAF staff successfully negotiated to bring $500k worth of scope items and contractor costs down to just $100k.
